The Maritime Services Training Institute (MSTI) is operated under the Vocational Training Council, which is a non-profit organisation subsidised by the Hong Kong Government.

As the major maritime training provider in Hong Kong, MSTI offers pre-sea training for deck cadets and rating trainees, skill-upgrading training for in-service seafarers, and safety training for the personnel of local maritime industries.

Hong Kong has a very busy harbour, and many ships of different sizes and types traffic the area. Among them, more than 70 highspeed ferries pass between Hong Kong and the South China ports. To enhance safety in ship operations and the management skills of mariners on ocean-going vessels (high-speed ferries in particular), MSTI has decided to enter into a MRM licence agreement with the Club.

MSTI is located in the New Territories area in Hong Kong.
